This volume contains the scientific papers presented at the 2nd Interna-

tional Conference “Contemporary Challenges in Administrative Law from an In-

terdisciplinary Perspective” that was held on 17 May 2019 at Bucharest Univer-

sity of Economic Studies, Romania. The conference is organized by the Society

of Juridical and Administrative Sciences together with the Department of Law at

Bucharest University of Economic Studies. More information about the confer-

The scientific studies included in this volume are grouped into two chap-

ters:

 Practical aspects regarding the role of administrative law in the modern-

ization of public administration at European and international level. The

papers in this chapter refer to: the European level of research and devel-

opment funding policy; a perspective on conservation of underwater cul-

tural heritage with reference to international conventions and administra-

tive laws by the State; European and international institutional connec-

tion of the National Council for Combating Discrimination; the propor-

tionality principle used as standard by the European Court of Human

Rights when assessing the excess of power; considerations on the func-

tions of the European Council; the lawful State in the context of the nor-

mative and institutional requirements of European Union; the Schengen

area in the context of the free movement of persons in the European Un-

ion; why do we have to take examples from others?

 Practical aspects regarding the role of administrative law in the modern-

ization of public administration at national level. This chapter includes

papers on: the identity and legitimacy of the PhD in administrative sci-

ences; the institution of public servants in Romania, according to current

legislation; considerations on certain legal issues regarding the establish-

ment of the National Council for the Development of Human Resources

in Public Administration; the obligation to notify the judicial bodies in

relation to commission of certain acts stipulated by the criminal law in
