«La Sécurité du Touriste» - Norme Communautaire et Nécessaire

Abstract: This work is part of a br oader project that goes over the course of three years and it demonstrates
that the need for the establishment of a service authorities of tourism. The information submitted is based
upon the analysis at the national level of the need for the establishment of a service of public policy. Tourism
has proved to be a rescue and effective solution for many countries of the world and for those who have
realized that the fun and relaxation contributes directly to enhance na tional "I". Without attempting to analyze
in terms of economic-financial income or benefits of a well developed tourism, we proposed to put into
question an item associated with t he development of this area, of primary importanc e in tourism. Travel
Guard is already a tradition in many countries. Surprisingly we found and analyzed as Thai authorities agreed,
Dominican, or Malaysian need to s et up such a structure. We overlooked that there is a similar service in
India, Brazil or Peru. We must recognize that the Eur opean Union, to the surprise of Greece, is considered
necessary to set up a structure of tourism. Tourist Police in Greece is a Department of the Gr eek police
officers, which have special training and speak f oreign languages. Romania enjoys a rich tourism potential,
the authorities have abandoned it, leaving to self-destruct numerous sights and monuments of culture. Sadly
we forgot two very important issues, na mely: we can access funds for the development of a modern
infrastructure, key to attracting tour ists from overseas and the tourism security. Our interest is to demonstrate
and c onvince the central responsible authorities, on the necessity and us efulness of social and economical
establishment of police Tourism under different forms of organization. Such a Department would create new
jobs, would trigger a system in which it would inevitably involve both central and local administrative
authorities and public order. The economic advantage should not be forgotten w hich would attract tourists.
The Romanian State, in order to have had an attractive and profitable tourism it must turn into a leading
provider of safety.

Le tourisme s’est avéré d’être une solution salvatrice pour la plupart des pays du monde entier et pour
ceux qui ont compris que les loisirs et le divertissement contribuent directement à la croissance du
«trésor»
national. Sans essayer d’analyser du point de vue économique et financier les revenus ou les
avantages d’un tourisme bien développé, on s’est proposé d’insister sur un élément étroitement lié à
l’épanouissement de ce domaine, de notre point de vue primordial dans le tourisme de bonne qualité.
Le touriste cherche un tourisme «sûr», une location touristique en pleine sûreté, en comptant sur
l’existence d’un agent de police touristique qu’il peut aborder pour n’importe quel problème.
Si l’on veut l’agent de police touristique peut représenter l’image de l’État où le touriste cherche la
détente.
Ce qui présuppose concrètement la création d’une telle structure, prenant en compte le fait qu’elle
n’est pas une illusion, mais une matérialisation au niveau des États développés du point de vue
touristique. Ce qui est surprenant est que cet exemple a été repris et mis en pratique seulement par
quelques pays de l’Union Européenne et non par les plus anciens et les plus développés.
